Forest Park Mutual Water Company's two well and tank sites are situated within large parcels owned by one of our local residents, Dane Winkelman. Because our properties are "land-locked" within Winkelman's property, we have mutual easements for road access. We need easements from Winkelman to access our well sites; and Winkelman needs easements from us in order for him to cross our property and access portions of his properties. It is at least because of the need to cross each others' properties that we should work together to maintain a mutually cooperative relationship.
Over the years there have been questions regarding (1) the number of shares of our water company owned by Dane Winkelman, (2) the validity of our road maintenance Agreement with him, and (3) whether San Bernardino County permitted the grading he completed in recent years.
So in the summer of 2022 we conducted a thorough investigation into the historical records, consulted with legal counsel previously retained by Forest Park Mutual Water Company, and obtained current Property Information Reports and other documents from San Bernardino County. The following documents summarize our answers to the questions described above.

Roadway Maintenance Agreement: In late 2022, with the guidance of legal counsel, the board of directors resolved ambiguities in the original Roadway Maintenance Agreement first adopted in 2013. Resolution was formalized in an Amendment and Addendum to the original 2013 Agreement. The original 2013 Agreement and 2022 Amendment are included in this one document:
